OHIO CLASSIC TRACTOR PULLERS ASSOCIATION
PROTEST POLICY and PENALTIES
1. Any COATPA or OCTPA member competing in a pulling event may protest the legality of another contestant’s vehicle.
2. Protest must be in writing and delivered to the Senior Div 7 Official within the following prescribed time limits.
All violations: Before the vehicle leaves the pulling track (may be oral if followed by written protest within 30 minutes)
3. The protest must specifically identify in detail the nature of the violation and be accompanied with the protest fee in accordance with the schedule in paragraph C Below.
4. The Senior Div 7 Official shall investigate and decide the protest as promptly as possible and shall inform the parties to the protest of his decision.
5. The Senior Div 7 Official shall make whatever inquiry he determines appropriate and perform or schedule any appropriate inspections to determine the legality of the vehicle.
1. If either of the parties does not accept the decision of the Senior Div 7 Official, the written protest shall be forwarded by the official to the Div 7 Directors (Jason Snyder and/or Troy Pitts) for a determination.
2. The Div 7 Directors shall conduct whatever enquiry they deem appropriate under the circumstances.
3. The Div 7 Directors shall determine the merits of the protest and if the protest is sustained, impose the prescribed penalty or such lesser penalty as they determine appropriate.
4. The protested competitor and the protester shall be notified in writing of the determination. The notice shall include the violation and the penalty imposed.
1. All items of protest shall be $500. (Cash only.)
2. If the protest is sustained, the protest fee, less the cost of any required inspection, will be returned to the protesting member.
3. If the protest is not sustained, the protest fee, less the cost of any required inspection, will be forfeited to the protested member.
Inspection will be performed as determined appropriate by the Senior Div 7 Official and/or the Directors.
1. Inspection will be a full Tech inspection including but not limited to, cubic inch, head, carburetor, fuel, ignition, and all safety equipment. All legal measurements shall be confidential. The inspection shall be made as promptly as possible.
2. Any protested competitor that refuses to cooperate with Div 7 Officials and/or Directors will be deemed to be guilty as charged.
Penalties for illegal vehicles will range from a friendly warning to a one year and ten day suspension depending on the severity of the violation, as determined by Div 7 Official and/or Directors.
